Chief Directorate of the Northern Sea Route to be established in Rosatom

The Chief Directorate of the Northern Sea Route (Glavsevmorput) will be established in Rosatom. According to TASS, it was announced to the press by Vyacheslav Ruksha, Director of the Rosatom’s Directorate of the Northern Sea Route at the St. Petersburg International Economic Forum.

“Unexpectedly we have restored such a historic name. We will establish the Federal State Budgetary Institution “Chief Directorate of the Northern Sea Route”, and 2022 marks 90 years since its establishment”, Ruksha said.

He mentioned that this was not about redistribution of powers between Rosatom and the Ministry of Transport, but about creation of a “one-stop shop”: “so that the ship-owner does not need to apply to three or four different places, but has an opportunity to quickly apply to one place, and this place could in its turn, having general information, consolidate it and give it to the ship-owner,” Vyacheslav Ruksha said.

Answering the question about the beginning of the year-round navigation along the NSR, he stated that even now the Rosatom’s icebreakers made single voyages escorting vessels all the year round.

It should be noted that the Chief Directorate of the Northern Sea Route is a state organization established on 17 December 1932 for the national economic development of the Arctic and ensuring navigation along the Northern Sea Route. Until 1946 it was the Chief Directorate under the USSR Council of People’s Commissars, from 1946 to 1953 – the Chief Directorate under the USSR Council of Ministers, from 1953 to 1964 – the Chief Directorate under the USSR Ministry of Maritime Transport. Then the regional departments of Glavsevmorput were established in Murmansk, Arkhangelsk and Vladivostok. Later, Glavsevmorput was renamed the Northern Sea Route Administration.
